Manual Inspection won't submit after completion

Currently exploring the WATS trial and have been running into an issue. 

After completing a Manual Inspection in the Operator Interface and clicking the "save" button it says "saving" for a second in the top right corner, but doesn't proceed. 

At first I tried to exit WATS and continue from "Unsubmitted report" but it gets stuck on "Retrieve active processes".

The workaround I have found is to "Clear" the Part number / Serial number at the top and go back to "Manual Inspection" Then I am usually able to continue my old report and submit it successfully.

Have anyone else encountered this, and have you found out the reason it is happening? 
I did suspect there is something I set up incorrectly in the Sequence Designer but couldn't quite figure it out. Especially since it's able to submit sometimes.
