Universal time picker format

I noticed that, in the Test Step Analysis filter mask, I can only set the hours, not the minutes, when I want to set the datetime, unlike in the normal report filter mask.
It seems that the date/time picker is not universal across all the different filter masks.
Perhaps there is a technical reason why we can only select the time in one-hour increments in the Test Step Analysis filter mask, but if so, it would be helpful if the hour were displayed in time format, e.g. 12:00, rather than just one number.
