WATS Client API Offline support

The WATS Client .NET API and Add-ons for TestStand and LabView support using Software package API when a connection to the WATS server is not available. 

When the WATS Client is online, querying for packages by tags or by package name will get the newest matching packages from the WATS server. You may then choose to install the packages. If a package is already installed it won't download any files, but it will execute files according to file attributes set in Production Manager.

When the WATS Client is offline, querying for package by tags or by package name will get matching packages that are already installed, instead of getting the newest packages from the WATS server. Attempting to install these packages won't download any files (as the WATS Client is offline, and the package is already installed), but it will execute files according to file attributes it had when it was installed.
